When I checked 409 restaurant and venue sites in Dubai, 147 of them (35.9%) showed the menu only as a PDF. 130 (31.8%) had it as a web page, and 29 (7.1%) used a menu platform or QR.
In Pushka, a guest app for a lounge in Dubai, I built a menu of kitchen, bar and tea with photos, ingredients and prices in AED. A copy lives on the phone, so it opens offline, and guests keep favourites. An order from the table goes to the shift as a request.

Why not keep the PDF?
A PDF is a printed page on a small screen: guests zoom and scroll, and search engines see little of it. A web page reads on a phone.
